ON DEMAND 2023 KACDL DUI Defense Seminar (2)Wil Zevelyis a 1972 graduate of Chase Law School and a partner in the Florence, Kentucky law firm of Busald, Funk and Zevely. From 1972-83 he served as the Boone and Gallatin public defender. He has tried hundreds of DUI cases since 1972.

As one of the preeminent DUI litigators in Kentucky, he presents to a variety of Kentucky groups on DUI including KATA, KBA, KACDL, and many local Bars. He has an undergraduate degree in chemistry which gives him an extra edge in the intricacies of the breathalyzer. As a member of the Ohio Bar, he has practiced regularly under Ohio’s per se law.

here. He has co-authored,Kentucky Driving Under the Influence Lawwith District Judge Stan Billingsley, the only complete analysis of Kentucky’s DUI law and co-authoredan updated edition with co-presenter Joe Suhre.

ON DEMAND 2023 KACDL DUI Defense Seminar (3)Joe Suhre is the owner and principal of Suhre & Associates. Joe has dedicated his practice to the defense of OVI cases. Virtually his entire caseload consists of OVI/DUI related cases. Joe has over 20 years of OVI defense experience and 5 years’ experience as a police officer. He has handled hundreds of DUI cases before dozens of judges. Because of this, Joe is uniquely qualified to defend his clients against DUI charges.


Joe began his legal career on the “other side of the fence” as a police officer. His experience and training as a police officer gives Joe a perspective not held by many other attorneys. When presented with a DUI charge, the first place Joe looks is to the actions of the police officer. He uses his knowledge of police practices and training standards to uncover missteps made by the arresting officer.

In 2011, 2012, 2013, and 2014, Joe was named a Rising Star Super Lawyer in Cincinnati magazine in the field of DUI/OVI defense. And in 2016-2019 was named a Super Lawyer in the field of DUI/OVI defense.

Joe has also been named a leading lawyer in the field of DUI/OVI defense by Cincy Business magazine every year since 2006 – one of the longest consecutive runs for this honor.

Joe’s method for handling cases is simple and straightforward: treat the client the same way the attorney would want to be treated if the attorney were the client, and do the very best job that you can. Joe is licensed to practice law in the State of Ohio, Kentucky, and the Federal District Court for the Southern District of Ohio. He is a graduate of Xavier University and Cincinnati College of Law.

Additionally, Joe will now be the co-author of Kentucky Driving Under the Influence Law with Wilbur Zevely, the only complete analysis of Kentucky's DUI law.

ON DEMAND 2023 KACDL DUI Defense Seminar (4)For eleven years,Brad Clarkhas focused on advocating for the accused in the Bluegrass state. He started as a state court public defender in Lexington, KY, then transitioned as an appointed counsel in death penalty cases and was recently in private practice. He joined the Suhre & Associates team in 2020 and is dedicated to providing great service to our clients.
Brad received his undergraduate degree from Washington University in St. Louis and attended law school at the University of Kentucky. Brad has tried over thirty cases to juries, on charges ranging from misdemeanors to murder. Practicing law isn’t the only venture he’s pursued. In 2016, he created an app that has helped over 10,000 Kentuckians in the criminal expungement process.
His work on the app, Unconvicted.com, has been featured in USA Today, the Atlantic’s City Beat and the Wall Street Journal. Brad is the recipient of the 2018 Kentucky Bar Association YLD Outstanding Young Lawyer Award and the 2017 UK College of Law Young Professional Award. He also servedas the Kentucky Association of Criminal Defense Lawyers (KACDL) President (2021).

Before opening Josh McIntosh Law, Josh worked as a federal Judicial Law Clerk for the Honorable William O. Bertelsman of the United States District Court for the Eastern District of Kentucky and as a felony prosecutor for the Kenton County Commonwealth Attorney’s Office. Through working for Judge Bertelsman as well as the three years he spent representing the Commonwealth of Kentucky, he developed a strong passion for all aspects of being a trial attorney, including litigating, counseling, negotiating, writing, and researching.As a life-long citizen of the Northern Kentucky and Greater Cincinnati Area, Josh now devotes his practice to serving those in his community by providing them with high-quality, results-oriented legal representation.

During his federal judicial clerkship he further developed his excellent legal writing and research skills—both indispensable qualities for an effective trial attorney—which culminated in a published federal appellate opinion that he drafted for a case in the United States Court of Appeals for the Sixth Circuit. Additionally, during his time as a felony prosecutor, he cultivated his oral advocacy, counseling, and negotiation proficiency. For example, he represented the Commonwealth of Kentucky in numerous felony jury trials while contemporaneously managing an average caseload of above 140 felony cases, negotiating plea deals for these cases, and providing advice and counsel to police officers, victims, and witnesses on a daily basis.
After graduating from the University of Kentucky with a B.A. in History, Josh earned his law degree at Salmon P. Chase College of Law, where he worked to hone his skills through his superior work ethic and passion for success. Results of his efforts included graduating in 2012 cum laudeand in the top 20% of his class, serving as a lead editor on the Northern Kentucky Law Review and as a member of the Moot Court Board, the publication of two articles, and receiving the Henry Clay Scholar academic scholarship.

ON DEMAND 2023 KACDL DUI Defense Seminar (6)Sheena Baylon received her Bachelor Degree from Southern Illinois University in Edwardsville, Illinois, in 2006. In 2010 she graduated from Salmon P. Chase College of Law. Immediately after being admitted to practice law in the Commonwealth of Kentucky she began her career in public service with the Kentucky Department of Public Advocacy. Sheena is a member of the Kentucky Bar Association and the Northern Kentucky Bar Association. She serves as the defense counsel representative for Campbell County Drug Court and Northern Kentucky Veterans Treatment Court, which she assisted in building from the ground up. Sheena also volunteers for Northern Kentucky Teen Court Program. She has presented at multiple seminars for the Kentucky Association of Criminal Defense Lawyers. Sheena is on the Northern Kentucky Mental Health Board as well as the Northern Kentucky Volunteer Lawyers Board.
Sheena lives in Fort Thomas, Kentucky with her husband, Chad Cook, who works at Fidelity Investments, and their toilet-trained cat, Crimbie.

ON DEMAND 2023 KACDL DUI Defense Seminar (7)Rachael O'Hearengraduated Cum Laude from Northern Kentucky University Salmon P. Chase Law School in 2011. Since opening her solo practice in 2012 she has focused on representing clients in the areas of Domestic Relations and Criminal Defense. She currently serves as a Board Member for the Kentucky Association of Criminal Defense Lawyers and is the Chair of the organization's DUI Committee. In 2017 Rachael received the Public Advocate Award from the Kentucky Department of Public Advocacy for her work as a Conflict Trial Attorney and in 2020 was selected as a "Rising Star" by Super Lawyers Magazine for her work as a family law practitioner. Rachael is a lifelong resident of Northern Kentucky and lives in the Wallace Woods neighborhood of Covington, Kentucky. She enjoys all things outdoors and when not at the office, can most often be found running or hiking nature trails with her dog, Jon, while listening to true crime podcasts. Rachael served as the 2022 KACDL President.
